H.E. RIYAD AL MUBARAK, CPA
Riyad served as Member of the Executive Council of the Emirate of Abu Dhabi and Chairman of the Department of Finance between 2016 and 2019. He was Member of the Supreme Petroleum Council (SPC) of the Emirate of Abu Dhabi and Chairman of the Board of Directors of Abu Dhabi Retirement Pensions and Benefits Fund (ADRPBF).
Prior to his role as Chairman of Department of Finance, Riyad was the Chairman of the Abu Dhabi Accountability Authority (ADAA) between the years 2008 and 2016 where he assumed the role of the Auditor General.
Riyad worked in Mubadala Group from 2004 to 2007 as Head of Investment Management Group, He headed the team responsible for establishing Abu Dhabi Media Company and served as the Chief Executive Officer of the Company. Prior to that, he served as the Chief Audit Executive of Dolphin Energy Limited Company.
Riyad served as board and audit committee member in a number of key prominent public and private companies in the UAE and abroad.
Riyad Started his career in 1998 in the Big 4 Firms where he had gained extensive experience in providing auditing, accounting, tax and advisory services to many clients in wide variety of industries.
Achievements & Contributions to the Profession
Al Mubarak's achievements and contributions have been recognized by the leaders of the accounting & auditing profession locally and internationally:
In 2019, Riyad received the Honorary Presidency of the Accountants & Auditors Association in the United Arab Emirates.
In 2014, Al Mubarak was selected as a member of the “Supreme Advisory Council” by International Federation of Accountants (IFAC).
In 2010, he led the effort to implement International Public Sector Accounting Standards (IPSAS) and International Financial Reporting Standards (IFRS) in Abu Dhabi Government & its related entities.
In 2008, he led ADAA to develop a distinctive legislative and operational model for “government audit” which have contributed to many achievements locally and internationally including the membership of the International Forum for Independent Audit Regulators (IFIAR).
Awards & Recognition
In 2010, Riyad Al Mubarak was chosen as one of the Young Global Leaders among 5000 candidates from 72 countries by the World Economic Forum (WEF) where he served as a member of the Institutional Governance Systems Council and the Anti-Corruption Council.
In 2011, he received the “Life Time Achievement” award from the Institute of Internal Auditors (IIA).
In 2013, he was awarded the “Individual Exceptional Contribution to the Accounting Profession” award from the Institute of Chartered Accountants in England and Wales (ICAEW).
In 2016, he was handed the “Person of the Year” award from the Accountants and Auditors Association in recognition of his efforts in supporting Emiratis in the accounting & auditing profession and his role in attracting CPA Exam for the first time outside the USA and making the UAE accredited exam destination.
In addition, Al Mubarak has a number of voluntary initiatives in the field of education and academia including teaching the subject of “Auditing” for undergraduate students at Zayed University as a visiting lecturer.
Academic & Professional Qualifications
Riyad is a Certified Public Accountant (CPA) of the USA and he earned the “Qualification in Internal Audit Leadership” (QIAL) from the Institute of Internal Auditors (IIA).
Riyad has a Master in Financial Economics from Boston University and a Bachelor Degree in Accounting with honors.
